Submitting NSF Proposals to PAPPG in Research.gov
NSF urges investigators to submit proposal to the PAPPG in Research.gov
At a recent NSF EPSCoR/IDeA coalition meeting, Dr. Alicia Knoedler, Head of the Office of Integrative Activities, which is where the EPSCoR program is housed, suggested that faculty from EPSCoR jurisdictions NOT WAIT for specific NOFOs to be released. She encouraged faculty to submit proposals to the Proposal & Award Policies & Procedures Guide “PAPPG” NOFO in Research.gov.
Below are screenshots to ensure you understand what this means in practice. Your investigator-initiated proposals would be submitted to the line shown indicated by the yellow arrows below when you select the program. NSF is concerned that they will not meet their 2026 EPSCoR quotas if faculty do not begin submitting proposals. NSF is down more than 50% proposals in all programs other than NSF CISE.
Investigators should still share their concept paper with a Program Officer at NSF to get their input on fit within NSF and what probable Directorate the application would be funneled to. Investigators will still need to list the Division and Directorate to which they are applying to.
Step 1: Prepare New Proposal - Select "Full Proposal"

Step 2: Select the first row "NSF 24-1 Proposal & Award Policies & Procedures Guide - PAPPG"

Step 3: Select which Directorate and Division to which you are applying:
