Research Security Training

Federal funding agencies and universities are increasing safeguards to protect research from foreign influence. As part of this effort, federal agencies are now requiring research security training for certain individuals involved with federally funded projects.

Who must complete training:
  • principal investigators (PIs),
  • co-PIs,
  • senior/key personnel,
  • program directors (PDs), co-PDs,
  • project managers,
  • anyone else identified in the funding proposal or award documents.
Agency implementation timelines:
  • Department of Energy (DOE) - - Requirement in effect as of May 1, 2025.  
  • US Department of Agriculture (USDA) - Requirement established July 8th, 2025
  • National Science Foundation (NSF) - Required for proposals submitted on or after October 10, 2025.
  • National Institutes of Health (NIH) - Training required for proposals submitted on or after January 25, 2026.
NDSU training options (to be completed within 12 months prior to the proposal deadline, and annually for the life of the award):
  • Research Security - (4 modules, ~ 4 hours)
  • Research Security Training (Combined) - (1 module, ~ 1 hour)

Background:

Under the CHIPS and Science Act of 2022, federal funding agencies are required to establish an annual research security training requirement. Other federal agencies have not announced how or when they plan to comply with the research security training requirement, but are expected to implement similar policies later this year.  We highly recommend that all covered individuals applying for federal funding complete this training in CITI as soon as possible.
