Foreign Talent Recruitment Programs

A Foreign Talent Recruitment Program (FTRP) is an effort organized, managed, or funded by a foreign government or its affiliated entities to recruit science, technology, engineering, and mathematics (STEM) professionals or students. The National Science Foundation, Department of Defense, and other federal funding agencies are beginning to prohibit sponsored research personnel from participating in Malign Foreign Talent Recruitment Programs (MFTRPs), as required by the CHIPS and Science Act of 2022.

A foreign talent recruitment program is an effort organized, managed, or funded by a foreign government ot its affiliated entities to recruit science, technology, engineering, or mathematics (STEM) professionals or students. 

Specifically, any program, position, or activitity that includesd compensation in the form of cash, in-kind compensation, including research funding, promisied future cimpensation, complimentary foreign travel, things of value, honorific titles, career advancement opportunities, or other types of renumeration or compensentation/consideration whether directly or indirectly stated in the arrangement, contract or other documentation. 

Any participation in a foreign talent recruitment program must be disclosed to the university as part of your COI disclosure and to the funding agency as part of your Current and Pending or Other Support form or Biosketch. 

NDSU Policy 152.3 Foreign Talent Recruitment Programs prohibits covered individuals (those contributing in a substantive, meaningful way to the scientific development or execution of a federal research project) from participating in an MFTRP.  Learn how to determine if an arrangement would be considered a Malign Foreign Talent Recruitment Program.
