What to do if you are contacted by a foreign national looking to come here as a visiting scholar or researcher?
Visiting scholars and researchers provide valuable opportunity for collaborative research and cross-cultural interactions. The NDSU Visiting Scholar/Visiting Researcher approval process includes a check point for the Export Control officer to "screen" individuals who are neither a Citizen nor Permanent Resident (a.k.a. Green Card holder) of the US. to ensure the University is in compliance with any applicable US export laws.
If you receive an unsolicited request from someone overseas requesting to conduct research in your laboratory, please forward the email to the export controls office: ndsu.exportcontrols@ndsu.edu. The Export Control Office will promptly screen looking at:
- Individual demographic information;
- Current employer information (i.e., home institution)
- Outside sources of funding supporting the visit (i.e., salary, grants, scholarships, etc.)
- Anticipated visit dates
- Scope of work including any research under NDSU contracts or grants
The Export Control office (ECO) relies on the scope of work input for the risk assessment, so it is important to provide the level of detail necessary to clearly understand the type of research or other activity with which the visitor would be engaged.
The ECO checks the name of all individuals and the individuals' foreign employer (if applicable) against US Government database of sanctioned countries, entities, and individuals. The purpose of the screening is to verify that there are no sanctions or export control licensing requirements or other research security considerations applicable to the visit.
